LRIT National Data Centres and ASP services
Fulcrum's LRIT National Data Centre has been designed specifically to meet the requirements for LRIT as specified by the IMO. Fulcrum's National Data Centre and Recognised ASP services combined, enable a Flag State to meet their obligations for LRIT under the regulations of SOLAS Chapter V/19-1. Fulcrum's mission is to offer the very best service and the lowest cost solution of any LRIT provider. The following guide to LRIT has been prepared by the Australian Maritime Safety Authority and includes useful considerations for Flag States when considering their LRIT Data Centre: LRIT Handbook Fulcrum committed to providing LRIT National Data Centre services in July 2008 and has led the way in LRIT systems development ever since. Our firsts in LRIT include: First to test connectivity with the International Data Exchange, First to support and test ISatM2M equipment, First to complete Data Centre testing, First to put in place an IMO Approved Accelerated Test Programme to implement Data Centres in the shortest possible time and First to have a fully operational Billing System to support the financial transactions between Data Centres for the sale of LRIT Data. The Data Centre has an easy-to-use interface and is accessed across a secured connection from a web browser. Using the data centre interface, Flag staff have the power to issue requests to track vessels at specific time intervals, to suspend reporting, to view ships on a graphical interface, to upload pricing files to the Data Distribution Plan and more from anywhere in the world. The interface shows vessels registered to the Flag State or foreign vessels within the Flag's territorial waters (if the Flag has opted to monitor their waters). Vessels can either be viewed individually or en masse as shown in the screen image above. The map shows at a glance vessels that are reporting as required (green), vessels that have had their position reporting suspended by the Flag State (red) or vessels for which a ship position report is overdue (yellow or orange). The system contains built in alarms to notify the Flag if a vessel has missed reports or stopped reporting unexpectedly. Testing Application Service Provider or ASP Fulcrum can provide an Application Service Provider (ASP) solution along side or independent of the LRIT Data Centre. We are able to test equipment for compliance as per the guidelines stated in MSC.1/Circ.1307 (and subsequent updates to this document) and we test Inmarsat C, ISatM2M and Iridium equipment that is LRIT compliant. Fulcrum are approved by over 50 Flag States as an Authorised Testing ASP. We provide up to 3 tests for a single fee and will issue a Conformance Test Report on behalf of the Flag if requested. Vessel Owners can register their vessels directly on the FMS web-site for testing. Testing commences as soon as the vessel has been registered and the vessel details have been verified or on the date specified when the vessel is registered. Flags are able to monitor the vessels registered with Fulcrum for testing via a Flag Portal that is accessed from any standard web browser. Flags are able to see the status of the test, view the test results and if Fulcrum issued the Conformance Test Report, a copy of the report can be viewed, downloaded or printed from the Flag Portal.
